Missouri Home Buyers ~ Get $1750 after Closing from the State of MO

Missouri home buyers who purchase a home in 2010 can get $1,750 from the state of Missouri after closing in addition to the federal tax credit offered for eligible 1st time buyers and current homeowners.

MHDC’s HOPE Program:

The Missouri Housing Development Corporation (MHDC) is offering an incentive to help Missouri home buyers purchase a home this year.

How much money can buyers get?

Eligible home buyers can receive a check after closing equal to the amount of the 2009 property tax bill of the purchased property, up to a maximum of $1250.

In addition, an additional $500 is available for buyers who purchase a qualified new construction energy-efficient home or buy an existing home and then remodel or purchase items to make the home more energy-efficient.

If a buyer purchases a home with 2009 taxes which were less than $1250, then the buyer can receive a larger energy efficiency HOPE incentive so that the total of both incentives equals $1750.

Who is eligible for the HOPE program?

In order to qualify for the tax credit, buyers must:

purchase a single family residence or a 2-4 family building (new construction, resale or mobile homes on a foundation)
occupy the purchased property as a primary residence
be at least 18 years old
purchase the home from a non-relative
the purchase contract must be dated on or after January 1, 2010
meet income eligibility requirements (see chart below, targeted areas include areas in which 70% or more of the area’s families have an income that is 80% below the median state income)

*Gross Household Income is defined as the gross amount of a household’s income at the time they purchased the property before all deductions, except that which is specifically excluded by the Internal Revenue Code.

How do you get the energy efficiency HOPE incentive?

Buyers who are meet the eligibility above can also get reimbursed for energy efficient purchases they make, up to a maximum combined credit of $1750, if they:

purchase either an energy efficient new home or purchase an existing home, and then remodel or purchase energy efficiency upgrades within 60 days following closing
apply for the energy efficiency incentive no later than 90 days after closing
submit required documentation including proof of date of purchase & receipts for the eligible items including receipts for any professional installation that was needed

Items which are eligible for the additional incentive money:

energy efficient windows
energy efficient doors
house wraps
programmable thermostat controls
water efficient toilets and faucets
energy efficient water heaters
energy efficient lighting and appliances
sealing heating and air conditioning ductwork
professional caulking
insulating water heater pipes
increasing the R-value of insulation in crawl spaces and attics
conducting on-site energy inspections and tests, including a blower door test, which tests the overall energy-efficiency of the house, and a duct blaster test, which tests how much the air ductwork leaks
Energy Star Qualified appliances

What else do you need to know?

$15 million has been allocated to the MHDC Hope program. All eligible participants will receive funding until the money runs out. Applicants are paid in order of when the application is received by the HOPE program, so buyers should submit their application as soon as possible following closing.

The HOPE funds are provided to buyers in the form of an interest free loan which is forgiven if the buyer occupies the residence for at least one year following closing as a primary residence. If the buyer fails to occupy the home for a year, or does not continue to own the property for at least one year, the money will have to be paid back.

I’m a big believer that buyers should not let the weather stop them from looking at homes. I’ve scheduled appointments for buyers to see homes in every type of weather.

A few years ago I even showed 17 homes in a single day to a couple with an infant during an ice storm because they were relocating to St. Louis and only had one weekend to find a home.

And yes, they did find a house. The next morning while everyone else was playing in the snow with their kids, we drove back out to the house that they liked best for a second look before making an offer. The street hadn’t been plowed and must have had 8 inches of snow. Since the driveway was also covered in snow, I actually parked my car in the middle of the street and hoped that none of the neighbors would need to leave while we were inside. You should have seen me trying to slowly back out of the curvy cul de sac street because there was no way to turn around without getting stuck!

Rainy Weather and Home Buyers:

A couple of nights ago it stormed all night. Thunderstorms in December are very odd in St. Louis, but actually the timing couldn’t have been better.

One of my clients got a purchase offer on her condo a few days ago. After 2 days of negotiating the contract terms, we came to an agreement that is a win-win for everyone. With the condo all but sold, our focus has now turned to finding her a home to buy.

Listening to the rain all night, I could have dreaded the start of the new day. Some agents might have even tried to reschedule. But I knew that the rain would give us an opportunity.

Since almost all St. Louis homes have basements, the rain would give us a chance to find out if the homes had leaky basements.

St. Louis Real Estate: MHDC Program Income Guidelines

The Missouri Housing Development Commission (MHDC) offers a number of programs to strengthen communities and provide affordable housing.

The MHDC website describes their purpose as:

MHDC has invested almost $4 billion to construct, renovate and preserve affordable housing. MHDC functions as a bank, providing financing directly to developers of affordable rental properties. The commission also provides funding for home loans to qualified, first-time buyers through a network of certified, private mortgage lenders. Mortgage financing is provided through the sale of tax-exempt notes and bonds that the commission is authorized to issue.

The commission provides advisory, consultative, training and educational services to non-profit housing organizations.

The commission administers the federal and Missouri Low Income Housing Tax Credit (LIHTC) programs, federal HOME funds, the U.S. Department of Housing and Urban Development (HUD) Project Based Section 8 rental assistance contracts, the direct MHDC funding of several housing assistance programs and the Affordable Housing Assistance Program Tax Credit. Further, the commission administers the Missouri Housing Trust Fund to help prevent homelessness and to provide emergency housing assistance for very low-income Missourians.

Income Guidelines:

Many of the MHDC programs adhere to income limits set for the 1st Place Loans. The newly announced property tax and energy efficiency/green housing credit for home buyers who purchase after January 1, 2010 follow these guidelines.

Non-Targeted Areas:

1-2 Person households – $67,900

3+ Person households – $78,085

Targeted Areas:

1-2 Person households – $81,480

3+ Person households – $95,060

The St. Louis region includes the counties of: St. Louis County, St. Louis City, St. Charles, Franklin, Jefferson, Lincoln and Warren.

What are Targeted Areas?

The targeted areas are federally defined areas based on the latest U.S. census.

According to the MHDC site, a targeted area is:

an area in which 70% or more of the families have an income which is 80% or less of the Statewide median income or an area of chronic economic distress is such an area has been designated by the Commission and approved by the Secretaries of the Treasury and Housing & Urban Development; provided that, in either case only those areas meeting the foregoing criteria and designated by the Commission as Targeted Areas shall be deemed to constitute Targeted Areas.

There are a couple of ways in which you can determine if an address is in a targeted area. You can click on each of the links on the MHDC website and look at all 29 maps in the St. Louis MSA area. Or, you can use the geocoding system to type in an address to identify the census track, and then go back and look at the MHDC site to see if that tract is on the list.

I decided to make it a little easier for you.
